Complaint Against a Service

Banco de Oro / BDO Unibank / verifying the owner of the account

My friend deposited the amount of 150k to a friend who supposed to help us getting tickets for the trip, it’s already 1week since he kept playing and so many alibi. He gave us different account number, now is it possible that you can contact the owner of the number and hold the amount? We asked for a refund but he didn’t answer us properly.. Please let me know what we can do..
